Position Summary:
IT Veterans (ITV) is seeking a Subject Matter Expert (SME) HR Specialist to serve as the personnel and manning manager supporting Task Force Raptor at the White House Communications Agency (WHCA).
Task Force Raptor is a multi-effort modernization of the communications enterprise supporting the President and is staffed by a combination of contractor, military, and government civilian personnel across multiple efforts and classification domains.
The SME HR Specialist will function as the Task Force's personnel management lead, responsible for maintaining the overall manning picture, tracking positions and personnel across Task Force efforts, managing onboarding and offboarding activities, maintaining personnel accountability and readiness reporting, and providing Task Force and WHCA leadership with an accurate and current understanding of staffing levels, personnel movements, and projected workforce gaps.
The SME HR Specialist will work closely with the Personnel Security Manager, Knowledge Manager, project leads, government personnel staff, and ITV corporate HR and recruiting teams to ensure personnel resources remain aligned with the Task Force's modernization schedule and mission requirements.
Key Responsibilities:

Build and maintain the Task Force Raptor manning document, including positions by effort, LCAT, skill level, clearance and access requirements, fill status, and projected personnel arrival and departure dates.

Publish recurring manning and staffing status reports to Task Force leadership.

Manage the onboarding pipeline for incoming personnel across Task Force efforts. Coordinate with the Personnel Security Manager regarding clearance and access timelines, project leads regarding start dates and workspace requirements, and government personnel regarding badging, accounts, training, and in-processing requirements.

Track personnel throughout the onboarding process, from offer and pre-employment activities through arrival and full mission capability.

Manage personnel offboarding and transitions, including out-processing checklists, account and access termination coordination, knowledge transfer requirements, and backfill planning.

Maintain personnel accountability and develop readiness reports addressing fill rates, time-to-fill, clearance pipeline status, attrition, projected staffing gaps, and other workforce metrics.

Identify staffing risks and potential personnel gaps early and coordinate mitigation strategies with Task Force leadership and appropriate stakeholders.

Serve as the primary interface between Task Force leadership and ITV corporate HR and recruiting teams regarding requisitions, position descriptions, LCAT alignment, staffing requirements, and personnel actions.

Coordinate personnel matters for military and government civilian personnel assigned to the Task Force with their parent commands and WHCA J1 or personnel staff, as directed by the government. Responsibilities may include personnel gains and losses, evaluation input, awards, leave, TDY tracking, and related personnel actions.

Maintain training and certification records for Task Force personnel, including DoD 8140 qualification status for cyber-coded positions, and identify upcoming or expired requirements that could affect access or work authorization.

Develop, implement, and maintain personnel management SOPs for the Task Force.

Maintain personnel records and documentation suitable for the official record in coordination with the Knowledge Manager and applicable government requirements.

Support workforce planning for future Task Force efforts by translating project schedules into projected manning requirements, staffing timelines, and clearance lead-time considerations.

Brief senior military and civilian leadership on current manning status, staffing risks, projected gaps, and personnel-related issues.
Required Qualifications:

Active TS/SCI clearance.

Bachelor's degree and 12 or more years of progressive experience in human resources, manpower, personnel management, or a related field. Master's degree preferred.

PMP certification.

Experience serving on a Joint Task Force or Combatant Command J1 staff, or in a joint personnel or manpower management role.

Demonstrated experience managing personnel accountability, manning, and personnel actions for a multi-component workforce consisting of military, civilian, and contractor personnel.

Demonstrated experience developing and maintaining manning documents and readiness reporting for programs or task forces involving cleared personnel.

Working knowledge of clearance and access onboarding processes, including SCI and SAP, and their impact on staffing timelines.

Experience coordinating personnel actions with DoD personnel systems and processes, such as DCPDS, DEERS, or military service personnel systems, as applicable.

Experience working with contractor HR and recruiting organizations to support staffing requirements and personnel actions.

Demonstrated ability to brief senior military and civilian leadership on personnel and workforce matters.

Ability to develop and maintain personnel records, reports, and SOPs suitable for the official record.
Preferred Qualifications:

SHRM-SCP or HRCI SPHR certification.

Experience supporting WHCA, White House, or other high-consequence programs involving personnel requiring elevated security clearances and access.

Experience supporting personnel with Yankee White requirements.

Experience using Jira or Confluence for personnel tracking, workforce management, and reporting.

Experience supporting government contract staffing and labor category management, including GSA GWAC labor categories.

Prior military service, including experience in a joint staff or J1 personnel assignment.
